Section 5316 – Job Access Reverse Commute Program (JARC)
This program provides planning, operating, and capital assistance to projects that access employment opportunities for low-income individuals. Funds are available for large urbanized, small urban, and rural areas. Projects are required to be developed from a local human service public transportation coordination plan. The Public Transportation Programs Section has collaborated with Metropolitan Planning Organizations, State Planning and Development Districts, the Arkansas Transit Association, local groups of human service organizations, private and public operators to conduct assessments and develop action plans.

Eligibility: Non-profit and public transit agencies
Amounts Available: Approximately $1.5 million per year
Match Requirement: Capital and Planning – 80% federal, 20% local Operating – 50% federal, 50% local
